Update Apache Felix to 7.0.0

felix 6.0.4 -> 7.0.0
felix.scr 2.1.24 -> 2.1.26
felix.utils 1.11.6 -> 1.11.8

it supports OSGi 8.0.0 ~~but we stick to OSGi 7.0.0~~ (so do we as it just works)
drops Java 7 support (we are on Java 11, this is good for us). It simplifies server startup scripts a bit.
Can help to fix ResourceService inconsistency for directories #8753
