enonic/doc-xp@89771fe documented the behavior of Page resolver
as it used to be before 7.8 release
Need to restore the old behavior.

It is clear that both behaviors (pre 7.8 and 7.8) may be needed, but for backwards compatibility we need to restore the previous one. #9356
