Steps to Reproduce

Take a clean Ubuntu 21.04.
Download the launcher package from the release. Extract and go to bin.
Run the command:

enso install engine

Expected Result

Successful installation.

Actual Result

Failure:

Installing Enso engine 0.2.11.
Downloading enso-engine-0.2.11-linux-amd64.tar.gz.
Extracting the engine.        
Downloading graalvm-ce-java11-linux-amd64-21.0.0.2.tar.gz.
Extracting the runtime.
