This PR exposes the
pop_exception_handlerandpush_exception_handlertotraits.observation.api, hence making theexception_handlingmodule public.traits.apialso has a pair ofpop_exception_handlerandpush_exception_handlerforon_trait_change.These two handlers are typically used in tests for reraising exceptions.
Sorry for the last minute additions to the public API.
