Tracking changes of our perpetual release candidate

This "living" issue tracks the changes of our internal release candidate with respect to upstream.

Core framework + CI

• override target setting an environment variable #127 (custom target types)
• travis: unit + build tests are conditional on branch name #126 which is travis: skip unit and build tests for package-only PRs spack/spack#5842 (no unit tests on packages)
• Added flags to unit tests + OSX build done once per day #132 (no MacOS builds on develop, only once per day during a cron job)
• Disable default status on Codecov, and display status based on flags #133 (added flag filtering to report status)
• 'spack compiler add' can directly register spack installed compilers #161 which is 'spack compiler add' can directly register spack installed compilers spack/spack#7868 (spack compiler add can register automatically spack built compilers)
• Archive config.log and CMakeCache.txt #162 which is Packages can tune the list of files to be archived at the end of install spack/spack#7760 (packages can customize the list of files to be archived)
