Add flexible tools to enable visualising observations both in general and specifically for various dimensions of reporting delays (i.e over the delays, over time etc). This should be done hand in hand with a vignette outlining there use.

Any progress with this @FelixGuenther? If you could map out where your current vis code is located and some rough ideas for what other plots might be useful that might be a good start and if time is an issue let someone else step up to do some leg work!

Note added an S3 class for enw_preprocess_data as well as empirical reporting delays in #62 that should make plotting easier both in terms of implementation and interface (as can use a S3 method).

Just checking in with this. @FelixGuenther still okay to take this forward or shall we open it back up with details on work done so far? No real rush so okay just to leave on the back burner as well.
