Model compilation failing on Windows in CI #277

As title the model is failing to compile on the CI for windows only. This issue has cropped up with the release of cmdstan 2.32.1 which also caused more general issues which may be linked (#273).

So far there have been no user reports of issues but this may only be a matter of time as my impression is that people are often slow to update their cmdstan version.

as I don’t have a windows computer to test on I am dependent on using the CI for now.

This issue may have been transient as main is now passing checks on windows. Just running again to confirm it isn’t stochastic
