PoW details:

- difficulty retarget each block for PoW
- PoW payout will be 300 coins per block, will not be changed during the PoW duration.
- True randomness superblocks:
- Every 8 hrs there will be a super block with 10X normal payment (3,000 coins)
- Every 2 days there will be a hyper block with 100X normal payment (30,000 coins)
- Every 15 days there will be a hyper block with 1000X normal payment (300,000 coins)
- PoW will be shut down after 365 days.
