@mogad0n observes that there is no chanop equivalent to server.tor-listeners.require-sasl: there is no way for chanops to allow Tor users who are logged into an account, but ban those who aren't.

Tor users who SASL could be given the always-on cloak for their account in place of tor-network.onion (this would not involve a loss of information, as it does for users who are connecting from real IPs).
