The purpose of this PR is to implement source set attribute functionality. Currently deciding how "symmetric" `Url` and `SourceSet` should be. A `SourceSet` has a `Config`. Both `SourceSet` and `Config` employ the builder pattern to separate configuration from behavior. The `SourceSet` uses its builder interface to pass configuration data to the underlying `Config`. Once `srcset_attr` is called, the `SourceSet` structure uses this `Config` to build itself.
