Move from Travis CI to Azure Pipelines #196

Because the build time is quite long for NAMS, I am going to move the build pipeline off from Travis onto Azure Pipelines, so we can avoid build time limits.

Closed by a series of direct pushes to master branch. (These things are hard to test on a PR branch.)
