another thing that doesn't get inherited as of 1.9.3.8 is parent theme's widgets

I wanted them to be inherited so I made a module that does this:

https://github.com/mpalasis/Palasis_Inheritwidgets

So now with these two modules all theme features should be inherited as 'expected' I think, unless there's a third thing I haven't thought of yet :P
