Only set the binary output directory if the project is top level. This would allow those who use box2c as a git submodule to redirect binary output in a custom bin folder with out copying the binary files themselves.

Pull requests for core Box2D code are generally not accepted. Please consider filing an issue instead.
However, pull requests for build system improvements are often accepted.
