Add pypi backends to setup.py as a convience when installing errbot. #1611

The slackv3, discord and mattermost backends are available on pypi and are added as a convenience when installing errbot via pip.

@nzlosh I also merged in #1608, so you may want to adjust the Dockerfile accordingly too.

That PR looks good and should be merge in as soon as is possible. I'll open another PR in the next few days to update the discord backend once all the bugs have been resolved. I upgrade the discord python module from v1.7 to v2.0 and there have been some major changes in how the module and discord itself works.
