Can XML be replaced (or extended) with an option to use ESMF config?

CDEPS currently requires the FoX library. Since ESMF is already a dependency, it should be possible to use ESMF config and read in the same information as attributes. There is precedent for configuring NUOPC components through its cap using ESMF attributes read from a config file. NOAA UFS is particularly interested in this option to remove the FoX dependency.

@jedwards4b I think this can be closed since ESMF config option is implemented in CDEPS side.
