how to install the cnvkit v0.9.11 by the tar.gz source

hi , i download the cnvkit v0.9.11 ource code (tar.gz) and install ,the command is:
tar -xvzf v0.9.11.tar.gz
cd cnvkit-0.9.11
make
install failed because:
make: *** No targets specified and no makefile found. Stop.

what is the correct command?
