Enabling contact forms

The heroku deploy of PropertyWebBuilder used sendgrid to handle emails. We came across several cases of new heroku users being unable to automatically deploy PWB because heroku did not allow them to enable sendgrid.

For this reason I changed the way the deployment to heroku works and now sendgrid is not automatically provisioned:
