FYI, the new EIP validator was integrated into the EIP repository here! Thanks to everyone for your feedback and encouragement. Please let me know if there are additional checks you would like the validator to make, I'm happy to add them to the road map.

@lightclient Is there currently a check for all of the header fields being present? Is there a check that the discussion-to link isn't the PR itself?
