Chinese locale problem #1498

Chinese (Simplified) "zh-hans" and Chinese (Traditional) "zh-hant" locales don't work.

This is because Etherpad Lite recognizes these languages as "zh" (Chinese) and because "zh.json" doesn't exist.

Mh. this only happens on timeslider...

This is not only on timeslider but also on the other pages.

After reloading a page, most messages are empty:

okay, it happens if you select zh-hans and reload the page
