Current Whisk implementation #3342 extends the BeaconBlock type with
whisk_opening_proof.Client implementors have developed infrastructure to handle forked types of BeaconBlockBody but not the BeaconBlock. Extending the former adds more implementation complexity than the latter. With the current spec there's no advantage to appending
whisk_opening_proofoutside the body.
