closes #3375 (along with #3378)
It was easier to cherry-pick while retaining most of the refactor back to the base
PersistentConnectionProviderclass. I did try to not break the class__init__()signatures by keeping the kwarg order, sosilence_listener_task_exceptionsjust gets explicitly passed on to the base class because of that.Todo:
