Chequebook deployment

PR 1718 allowed users to pass in a chequebook address, indicating that they want to use that address as their own chequebook.

Related to deploying the chequebook, there are more desirable features:

• Let Swarm remember which chequebooks the node has previously used as their own chequebook, and give the users and option to use one of these. For this, we have to store the address of previously used chequebooks in the stateStore. (Rinke works on this now)
• Submit money on deployment (see: Submit cash on deployment #1638)
• As a node, be able to boot up Swarm, without deploying a chequebook and request a payment or deployment as a payment (needs a field msg.data in the cashCheque function at the sw-3 repo)
