Submit cash on deployment

Dependent on completion of #1599 . After this is done, the user should communicate (interactive or via config file) how much wei he wants to deposit in his chequebook at deployment. Without the deposit a chequebook is not useable, as any cheque send without a deposit in the chequebook will possibly trigger a chequebounced event.
