Hebrew translaton of 2.1

Excellent project! Stumbled upon it today for the first time, and decided to add an up-to-date translation in Hebrew.

@CoralineAda Should we continue using the iw language code from ISO-2 or switch to he from ISO-639-2?

I am a native speaker, but any feedback would be great. Some points for discussion:

1. I translated one of the core concepts, "community leaders", as "מובילי הקהילה", maybe there's a better one in this context?
2. I translated "All complaints will be reviewed and investigated promptly and fairly" as "כלל התלונות תבחננה ותחקרנה בהקדם בהגינות". Is תבחננה ותחקרנה correctly spelled in this case?
3. I translated "temporary ban" as "הרחקה זמנית" and "permanent ban" as "הרחקה לצמיתות". I was thinking of using "הרחקה קבועה" but it feels less powerful in this context.
4. I translated "community impact"/"consequence" as תקרית/תגובה. Maybe we can use מקרה/תגובה? Or התנהגות/השלכות? Many options here.
