832 - Create new user gives HTTP 422 Unprocessable Entity exception

Purpose

When a FidesOps user is creating a new user and clicks the "Save" button, the following toast error message is displayed:

utf-8' codec can't decode byte 0xd8 in position 4: invalid continuation byte

Via Chrome DevTools, you can see the API endpoint (http://0.0.0.0:8080/api/v1/user) POST is invoked resulting in a HTTP 422 Unprocessable Entity exception.

Changes

• Ensured that the user password is base64 encrypted when submitted via API request.
