Feedback on this issue from one of SwiftNav engineers:

The message you are referring to is not currently being populated by Piksi Multi. It was used by our previous generation device - hence the uart_a and uart_b naming, rather than uart_0 and uart_1. It has not yet been determined if the message will be updated to reflect the new naming scheme and populated correctly, or if this message will be deprecated and a new message will be developed to replace this.

We will have to wait until a new message is released.
