XX century dereferencing hotfix

This hotfix contains the following changes with respect to version 4:

1. A performance issue with URL hashcodes.
2. Support for XSL version 3 for dereferencing (part of MET-3492).
3. A bug where not all vocabularies are deleted before loading them.
