- Add search rate limiting to prevent abuse and limit strain on IRC search servers.

- Update Go and NPM dependencies
- Fix Windows file path handling.
- Remove react-router-dom because there is only a single page and we weren't actually using it.
- Testing on Windows revealed that I was using the wrong module when dealing file file paths versus URL paths since Windows file paths use the backslash instead of the Unix forward slash.
