This file broken1.zip results in this error message: CSVDataError: Illegal State [Row:2][Col:1]
This file broken2.zip results in this error message: CSVDataError: Illegal Quote [Row:2][Col:1]
In the zip files you can see the Excel file as well, with which I exported the CSV file

PS: Because it is a German language setting in Windows, it uses semicolons instead of commas. Good idea from Microsoft to change the delimiter depending on the language setting. Makes it more interesting for CSV file import developers.

This problem doesn't happen with commas as separators.
