Complete admin functionality #51

Addressing issues #35 and #49.

Split admin create/edit user views
Validate the admin form to check for existing username or email
Update templates, especially the users index
Activate/deactivate admin user actions
Add groupfinder as callback to AuthTktAuthenticationPolicy to access group:admin-only views in integration tests

Please let me know if there are any improvements to be made.
