Idea - Integrate Motion Detector with Reference Data

Description

In the Raspberry PI Analytics Job, update the Motion Detection query (Azure Function) to join on reference data per device id. Update the reference.json blob to include new field for number to call (e.g. owning phone number and e-mail). Then pass the phone number to call into the function and in the MotionDetectionFunction utilize this instead to make the call
