Increase required python version from 3.7 to 3.9 #60

Bumps the required python version from 3.7 to python 3.9, python 3.7 is EOL as of June 26th. The commits in this PR should only be included in a major version number bump.

This PR also uses the latest version of the workbench api spec to generate the the API Resources in workbench.py.
