Add function to validate experiment folder to executable #20

This is useful for developers to test their experiments before doing PRs to expfactory-experiments

This has been done. A user can validate an experiment command line via:

  expfactory --validate

within the current folder, or add a folder argument

  expfactory --validate --folder=/path/to/folder
