PhraseMatcher not matching phrase with forward slash as expected

I am using a PhraseMatcher to try to match the text "and/or". With attr='LOWER', I would expect "and/or" to be matched with any capitalization. It only seems to be matching specifically the lowercase "and/or". Here is code that can be used to test this:

from spacy.matcher import PhraseMatcher

text = "Authorities Plan Sanctions And/Or New Legislation. She chose red and/or green. Even this AnD/oR should get matched."
doc = nlp(text)

matcher = PhraseMatcher(nlp.vocab, attr='LOWER')
matcher.add("and_or_phrases", [nlp("and/or")])
matches = matcher(doc)

for id, start, end in matches:
    print(doc[start : end])

The output of the above code is:

and/or

However, if I add the phrase "And/or", so the matcher.add line becomes:

matcher.add("and_or_phrases", [nlp("and/or"), nlp("And/or")])

The output is what I desired:

And/Or
and/or
AnD/oR

That seems like a band-aid solution that isn't addressing what's really going on. Does anyone know why it's working this way? Is my approach wrong? I appreciate any help. Thanks!
