Though they can't do anything with it, all users receiving the 'slingbar' see the 'Upcoming Events' menu

Also need to ensure that giving a user/group view registrants perms in a module will actually let them view them

(from [5b78c4d]) Fixes problem where new Upcoming Events slingbar menu was always displayed if there were event registrations in the system instead of only when the user could view registrants. [#801 state:resolved]
