A rebel with a specific skill can be added to a working group

Rebels currently fill the Join the Rebellion form by letting us know about their specific skills.

Some local groups want to add rebels to their working groups based on skills. Typical: a rebel with the Finance skill must be added to the local Fundraising working group.

This feature must be shaped up.

@gr1d99 Thanks a lot for your interest. This is a bigger one, I would like to spend some time shaping it up first but it will not be before the end of the week.

Basically, it means that a local group coordinator should be able to define that rebels with the "Public speaking" skill should all be added to the "Outreach" working group.

I'll define what we want and explain it here. Thanks for your patience 🙏
