Need ability to render compilation_options_t into a buffer/string

Our code can "marshal" the compilation options into a structure usable for kernel launching; but - that's not super-useful for printing it into a buffer, or streaming it to an ostream etc. We should offer such a facility - at the very least for something which, conceptually, is sort of like a command-line string.
