Now that we've unified our driver and runtime API wrappers, and go through the driver for (almost) all things, it doesn't make much sense to separate the example programs in the subdirectories by_driver_api_modules and by_runtime_api_module. Let's bring those two together into a single by_api_module.

(... also remember that the programs there are pretty close to being unit tests.)
