As per issue #619


          Add codec2 library for Windows. Export AudioResampler class.

Does not build in Appveyor (click on "Details" link):

[00:24:07] C:\projects\sdrangel\plugins\channelrx\demodfreedv\freedvdemodsink.cpp(20): fatal error C1083: Cannot open include file: 'codec2/freedv_api.h': No such file or directory [C:\projects\sdrangel\build\plugins\channelrx\demodfreedv\demodfreedv.vcxproj]

Edit: OK I didn't see the other pull request which probably explains
