This requires VPR that supports explicit tile capacity.

Tile capacity is being added in SymbiFlow/vtr-verilog-to-routing#358

LGTM apart from some minor comments.

What is left I believe is integrating the new wip branch in VtR and generating a new master+wip (which supersedes the v2x-fix PR.

This PR is awaiting a new VPR. New master+wip is SymbiFlow/vtr-verilog-to-routing#358, waiting for green on relevant bits of CI, will then build new conda package, etc.
