Commandline Task now runs via ./vendor/bin/typo3cms mediaupload:removeTempFiles

Fixed all found incompatiblities with LTS 10.
Removed Code that only runs in LTS 9 to avoid warnings in Extension Scanner
as extbase persitance configuration has changed and Comandline controller now is compatible with synphony command line, there are breaking cahnges for users that upgrade.
