Fix documentation about image description.

export cmd in RUN cmd does not behave as ENV command.
Fix gcloud path
Action test use should not test image setup as it will always be behind image update. To fix that, we add an option to check or not base tools in test script.

RBENV_HOME does not exist and won't be used by rbenv. Github action changes the HOME env variable so rbenv plugins are not available anymore. Using RBENV_ROOT tells rbenv where its config files are
