I left the new includesOnlyNonUrgentLanes in the codebase because it's used by the deferred value logic too now. So this just adds the previous version of this function back.

Reverts #24236. It seems to be the cause of a late mutations regression on WWW. We don't know why but we should revert to unblock the next syncs.
I commented out the new tests.
