The customer version of Google+ shut down on April 2, 2019. Therefore it no longer makes sense to show the Google+ link. See https://support.google.com/plus/answer/9217723?hl=en

Practically speaking this project doesn't have an active maintainer. But there is a plan for for driving things forward. Hope we'll know more by the end of the month.
