We would like to offer a simple Go consumer of a gRPC output stream based on the gRPC output stream defined in #528

The go library should be easily consumable by other Go programs and should have clear guarantees defined regarding sync/async behavior.

This should effectively be a mapping of the *.h output methods used for our other Falco output streams.
