Photo uploads

Add the ability to upload photos to farmOS attached to an observation log.

Hi @mstenta - when we talked earlier this month, I asked if you could enable the photo_uploads module in the farmer test account so I can try to send observations with photos. Did you ever do that? I'll be doing some app work this weekend, and would like to try out photo uploads if possible.

Hi @alexadamsmith - I added and enabled the restws_file module on your Farmier site so you can continue with testing (https://www.drupal.org/project/restws_file).
