Change deliver's submit_for_review behavior

Right now deliver submit_for_review is documented as:

Submit the new version for Review after uploading everything

However, when submit_for_review is true, it does way more than just submitting:

• Select the build
• Update export compliance
• Update IDFA
• Update submission information
• …and then finally it submits for review.

My proposal is that this behavior should be changed and when submit_for_review is false, the first 4 steps are executed anyway, and just the 5th one is left behind.

This has proven to be confusing in multiple occasions, for example here #16865 (reply in thread) and here #17506 (comment)
