Faucet tests don't run against ryu 4.10 #369

Ryu 4.10 has just been released and our test suite doesn't run because it parses 4.10 as version 4.1 which is less than our required 4.9.

I think we want to use this function to parse python versions:

Confirming tests all run successfully against ryu 4.10 with PR #370
