Summary

This issue comes from PI9 (Sprint 9.5) stability/reliability epic: as a user, I want to see a status page (beyond a default error message) that indicates the site is down.

We plan to use Pingdom's status page (http://status.fec.gov/x0blqgj29ogg but not available to all users yet). Additional work/background is in #3113
