Some /packages/rebuild-all/ options Ignored

I've recently submitted all builds via the https://copr.fedorainfracloud.org/coprs/churchyard/xsimd-8.1.0/packages/rebuild-all/ functionality.

I've set Batch-build after: ID to 4406462 and increased the timeout to 172000.

The builds did not wait for build 4406462 to finish, so I've canceled and deleted them all and waited for build 4406462 to finish myself. I've submitted the rebuilds again, this time I've only changed the timeout to 172000.

https://copr.fedorainfracloud.org/coprs/churchyard/xsimd-8.1.0/build/4406479/ is one of those builds. But it timed out after 5 hours -- the default.

The two incidents make me think that some options from /packages/rebuild-all/ are not actually respected.
